New laws of 2022: what will change for farmers

Several laws that are or will be coming into force could be a source of new opportunities for manufacturers.

Let’s talk about the most important changes.

Law «On Agricultural Products, Raw Materials and Food with Improved Characteristics»

 

Each manufacturer can now receive a certificate that his product has improved characteristics.

But for this it is important to comply with a number of conditions: for example, to comply with veterinary, sanitary-epidemiological and environmental principles, not to use cloning and genetic engineering, GMOs and transgenes.

It is even better if the products have biodegradable packaging.

The certificate does not give any preferences, in addition to reputational ones.

Pricing Agreement for Nitrogen Fertilizers

 

On December 9, 2021, Decree of the Government of the Russian Federation N 2234 was adopted. It limits the cost of nitrogen fertilizers for agricultural producers to the average price that they had in a particular region in May-July 2021.

At the same time, we are talking only about sales to the final consumer — a company that will use fertilizers to feed plants.

Selling products on your own territory

 

Previously, farmers could sell it only at fairs and in retail chains, now it is possible to build a stationary or mobile object for trade on their land.

This became allowed after the publication on December 7, 2021 of the Federal Law N 407-FZ.

Farmers expect that this will reduce their dependence on chain stores and allow them to sell products at a lower price “from the manufacturer”.

Preferential leasing

 

The preferential leasing program has been expanded.

Now it can be used for the construction of grain elevators, equipment for keeping poultry and preparing animal feed, as well as for cleaning and sorting grain.

Grain control system

 

This system has long been expected, but RF Government Decree N1722 finally put it into action.

The resolution sets out the conditions for registering in the system, as well as providing data on the production, transportation, storage and sale of grain “from field to table”.

It is planned that this will increase the efficiency of the system and make it more transparent.

Farmer’s house

In addition to the store, each farmer can build a house for his family on his land.

True, not more than three floors, and the house should occupy no more than 0.25% of the land area.
