The Ministry of Agriculture of the Russian Federation has determined the categories of enterprises that will be able to use the purchases of grain and sugar from the state fund.
In 2001, state interventions for the purchase of grain began to be carried out to regulate domestic prices.
If there is a sharp rise in prices, the state sells grain from the intervention fund, thereby restraining its rise in price, when prices fall, it buys out the «extra» grain from the market to stop its price reduction.
In 2022, for the first time, the intervention fund will be replenished with sugar.
On March 31, 2022, the Russian Ministry of Agriculture approved the ceiling prices for grain and sugar, upon reaching which commodity interventions will be carried out.

Soft wheat of the 3rd class – 13800 RUB/t with VAT (12600 RUB/t without VAT)
Soft wheat of the 4th class – 13090 RUB/t with VAT (11900 RUB/t without VAT)
Rye not lower than class 3 — 9790 rubles/t with VAT (8900 rubles/t without VAT)
Barley — 10,780 rubles/t with VAT (9,800 rubles/t without VAT)

Soft wheat of the 3rd class – 15290 RUB/t with VAT (13900 RUB/t without VAT)
Soft wheat of the 4th grade – 14410 RUB/t with VAT (13100 RUB/t without VAT)
Rye not lower than class 3 — 11220 rubles/t with VAT (10200 rubles/t without VAT)
Barley – 11880 RUB/t with VAT (10800 RUB/t without VAT)
Price levels for sugar (beet sugar in the solid state without flavoring and coloring additives) are determined for the first time.
Purchase: 36080 RUB/t including VAT (32800 RUB/t excluding VAT)
Sale: 39710 RUB/t with VAT (36100 RUB/t without VAT)
The Ministry of Agriculture approved the list of enterprises that will be able to purchase grain and sugar from the state fund:
Wheat and rye will be sold to producers of bread, bakery products, as well as producers of wheat, rye-wheat and rye flour.
The sale of sugar will be possible to entities that carry out their activities on the territory of the Russian Federation.
In 2022, the Ministry of Agriculture of the Russian Federation plans to replenish the intervention fund with 1 million tons of wheat and 90 thousand tons of sugar.
By 2024, the minimum balance of the intervention fund should be 3 million tons of wheat and 250 thousand tons of sugar.
Earlier, Deputy Minister of Agriculture Oksana Lut also announced the study of the issue of purchasing oil for the intervention fund.
