Export duties on agricultural products in Russia continue to rise

According to the draft budget for 2025, the volume of export duties on grain may significantly exceed this year’s level: 187 billion rubles instead of 134 billion.

While most farmers complain about high export duties, such revenues are a good addition to the budget.

If this year 134 billion rubles were collected from grain suppliers abroad, then next year this figure may grow to 187 billion, in 2026 — to 200 billion, in 2027 — to 221 billion.

Such data are contained in the explanatory note to the draft budget of the Russian Federation for 2025.

In addition to grain, other crops may also significantly replenish the budget.

For example, it is assumed that the export customs duty on oilseeds will bring an additional 5 billion rubles to the budget this year, and next year its volume may grow to 7 billion rubles.

True, in 2026, it is planned to reduce it again to about 5.5 billion.

As for the export duty on meal, its volume may exceed the revenue from the duty on oil by several times and exceed 41 billion rubles this year, experts say.

Agro-duty rates continue to grow

 

This week, the export rate on wheat has increased very noticeably: it immediately added 170 rubles per ton and currently amounts to almost 1,250 rubles.

Also this week, the zero rate on barley exports abroad will be replaced by a rate of 190 rubles per ton.

The rates for corn exports will also increase very noticeably: for each ton, you will have to pay not 2,500 rubles, but almost 2,900 rubles. Such data are provided by the Ministry of Agriculture.

As for the export of vegetable oil, the duty on it remains zero for now, which should contribute to the growth of processing volumes within the country. However, the duty on sunflower meal has increased and now amounts to almost 2950 rubles per ton.

In addition, the same explanatory note states that the establishment of new export duties on agricultural products is not excluded.

In particular, this may affect such crops as peas, dried chickpeas and lentils, frozen fish and crustaceans.

It is assumed that if such duties are introduced, all additional funds collected will be directed to the implementation of the federal project «Export of products of the agro-industrial complex» of the national project «International cooperation and export», as well as the state programs «Land», «Integrated development of rural areas», «Scientific and technological development of the Russian Federation».

All this suggests that it is unlikely that farmers should expect a reduction in duties in the near future, since they are actively used to fill the budget and finance various programs.
