Currently, a group of deputies has proposed that Prime Minister Mikhail Mishustin take measures to bring the agro-industrial complex out of crisis.
The current conditions in the agricultural sector of the Russian Federation are very unfavorable for most companies operating in it.
Several State Duma deputies have come to this conclusion at once. In particular, they are concerned that the volume of agricultural machinery purchases is decreasing.
To cope with this situation, they propose taking several measures at once.
The first of these is the abolition of export duties on grain, which have been in effect for several years now.
As a result, farmers have virtually no opportunity to sell their products at a significant profit, even when world prices for them are high. However, they are currently low, which further complicates the situation.
The second measure is to increase the availability of preferential loans for farmers.
Now, when the Central Bank rate is at a record high, some companies are unable to borrow even for operating activities, which further worsens their situation.
According to the deputies, the introduction of the measures they proposed «will increase the profitability of agricultural producers and allow them to return to purchasing agricultural machinery, the fleet of which continues to become critically outdated.»
In addition, the State Duma proposes that the Prime Minister ban the import of agricultural machinery from abroad, the analogues of which are produced in the territory of the Russian Federation. For example, such a measure was applied in the cosmetics and household chemicals market, which led to an increase in import substitution by 22% in 2024.
Most likely, if this measure is applied in the sphere of agricultural machinery production, then similar results can be expected there, the deputies are sure.
At the same time, the situation continues to worsen, experts emphasize.
The Russian agricultural machinery market showed a 20% decline last year, and if nothing is done, it may continue.
«One of the reasons for the aggravation is the growth of the recycling fee, which has raised the prices of equipment, and for imported equipment more than for domestic equipment,» notes independent expert of the agricultural market Alexander Korbut.
At the same time, he warns against introducing restrictions on the import of agricultural equipment, since this could cause an increase in prices for it.
As for the abolition of export duties, this is an absolutely correct decision, but it should have been made much earlier, several years ago, the expert believes.
