State support does not reach Russian farmers

125.2 billion rubles were allocated to support the agricultural sector in 2021.

But, according to the Ministry of Agriculture, at the moment only 43% of this amount has reached the final recipients.

Thus, the farmers received no more than 53.9 billion rubles.

Moreover, the distribution of these funds in different regions of Russia took place in such a way that the regions with a minimum share of agriculture received the maximum share of state support, and those where agriculture is at their best — only the minimum.

Yamalo-Nenets Okrug received 71% state support.

Magadan Region — 87%.

Kirov region — 82%.

Mordovia — 75%.

Chelyabinsk region — 73%.

Krasnoyarsk — 72%.

Yaroslavskaya — 70%.

Vologda — 66%.

Rostov — 28%.

Voronezh — 32%.

Astrakhan — 35%.

Bryansk — 43%.

Krasnodar region — 45%.

The situation is aggravated by the fact that 2021 has already exceeded half, while the funds allocated for state support of agrarians have been utilized by less than half.

The current state of affairs is even worse than a year ago: compared with it, there is a gap in the payment of subsidies by at least 2-3 weeks.

Given that the amount of payments this year is less than the previous one.

“The problem of the timely transfer of budget funds from year to year remains unresolved. In fact, seven months of 2021 have already passed, but even half of the funds have not been disbursed. In 33 regions, the share of funds transferred is below the national average, in three regions it is less than 10%, ”says Nadezhda Kanygina, an analyst at the Institute for Comprehensive Strategic Studies.

 

At the same time, subsidies are distributed not only between different regions, but also between agricultural sectors. And here, too, everything is far from uniform.

Integrated rural development — 28.1%.

Reclamation — 24.5%.

Support for farmers and rural cooperation — 23.2%.

Promote oilseed cultivation — 0.15%.

Will export duties help farmers?

 

Duties on the sale of grain, soybeans, sunflower and some other products abroad were introduced this year.

As of July 9, more than 15 billion rubles have already been received. And this money is supposed to be distributed among agricultural enterprises.

However, the Ministry of Agriculture has not yet decided how exactly this money will be distributed — when it will be sent and to whom exactly.

At the same time, most farmers do not rely too much on compensation due to export duties, their main hope is that they will retain the already existing support tools.

The most popular of these instruments is a soft loan.

In the opinion of many agricultural producers, it is precisely the preservation of such a support tool that makes it possible to receive money for development on affordable terms.
