Russian farmers will be supported through CAPEX reimbursement

Such a measure should stimulate investment in expanding the means of production and attract investors.

The Russian agro-industrial complex plans to maintain such a support measure as compensation for part of the capital costs for the construction and modernization of facilities.

This was stated by the Minister of Agriculture of the Russian Federation Dmitry Patrushev.

It is assumed that such a measure should stimulate the growth of production in those areas where it is needed.

As the minister noted, the mentioned support measure will be preserved despite the fact that there are different opinions about its effectiveness.

At the same time, the measure has been in effect for more than a year, moreover, the amount of allocated funds is constantly growing. This year it amounted to 8 billion rubles.

In the near future, it is planned to allocate funds to support the dairy industry, as well as selective seed-growing centers and factories that produce fish feed.

The dairy industry needs state support

 

According to the general director of the Russian «Union of Milk Producers» Artem Belov, his industry needs support even more than others, because Russia has not yet formed food security for dairy products.

At the same time, the industry is capital-intensive, the payback period is long, and the marginality is rather low.

In order to maintain growth rates of 3-4% per year, we cannot do without state assistance.

It would be good to support grain producers as well

 

As Alexander Korbut, President of the Russian Grain Union, noted, such a measure to support producers as the reimbursement of a part of CAPEX is extremely important.

After all, this is what stimulates investment in expanding the means of production and helps to attract investors.

In particular, most grain producers need to expand storage facilities for their crops, and this cannot be done without large capital expenditures.

This is also hardly possible from our own funds, so the main hope is for investors and state support.

As the head of the Ministry of Agriculture noted, it is also in the nearest plans to support the production of young cattle and the livestock complex in general.

How else will they support it?

 

In addition to compensating part of the capital costs, the state plans to offer agricultural producers a reduction in the cost of loans and subsidies for the volume of production produced.

All this should support the market in difficult times, when the margins of many types of businesses sank due to the high cost of production and duties, as well as the limited ability to sell their products to foreign markets due to quotas and sanctions.
