Russian farmers will continue to receive subsidies and benefits

For agricultural companies, it is planned to maintain a large set of support measures for 2025, the Ministry of Agriculture notes.

Deputy Minister of Agriculture of the Russian Federation Elena Fastova said that in 2025 farmers will have a significant number of different support measures.

Firstly, these are tax benefits.

As you know, from January 1, 2025 in Russia the income tax rate for most companies will increase from 20% to 25%. However, this should not affect the agricultural sector, because for companies that operate in this area, the tax rate will remain 0%.

In addition, preferential property tax rates will remain.

Low taxes will be a good help so that agricultural enterprises can maintain their margins at an acceptable level. According to data for 2023, their margin was about 19%.

In general, according to the deputy minister, last year turned out to be quite good for the agricultural sector, despite all the challenges and threats. There is hope that this year will be no worse.

At the same time, quite complex and ambitious goals have been set for the agricultural sector of the Russian Federation, the achievement of which will not be easy.

According to the president’s instructions, by 2030 the volume of production in the agricultural sector should increase by 25%, and the volume of exports by 1.5 times compared to the level of 2021.

It is emphasized that the main efforts today are being made to increase grain production, and then their exports. In addition, similar plans are in place for oilseeds.

An important task will also be to increase the export of deep processing, which makes it possible to increase margins.

In addition, there are a number of other important tasks. In particular, Russia has not yet achieved complete self-sufficiency in a number of areas of agriculture, such as vegetables and fruits. The goal is to increase the production of dairy and poultry products.

Secondly, direct subsidies remain for the agricultural sector. At the moment, the volume of state support for 2024 has been agreed upon at the level of 529 billion rubles, which is approximately the same as what was planned for the previous year.

But as for 2025, then, according to Fastova, we can expect an increase in this value. This is largely due to the macroeconomic situation in the country, namely the fact that today the Central Bank rate is at a very high level.

Thirdly, there are additional measures to support the agricultural sector, such as preferential lending, leasing, subsidies for small farms and rural tourism.

It is planned that all this together will provide a sufficient effect to stimulate the development of the agro-industrial complex in the country.
